Your employer starts it. Before you can apply, your China-based employer obtains a Work Permit Notification (or talent-channel documents) for you.
You apply for the Z visa with that notification, your passport, photo, and COVA application. It's typically issued as a single-entry visa.
You enter China, then apply for a work-type residence permit at the local Exit-Entry Administration — usually within 30 days of arrival.
