Skip the State Department — they can't help you. Only the certifying state agency can take you off the list. The playbook:
Call your state child-support agency (the one handling your case) and ask exactly what it takes to be released — full payment, a payment below the threshold, or an approved payment plan. States differ: some release you on an agreement, some want the arrears fully cleared.
Get the arrangement in writing and ask them to submit the release.
The state reports it, the federal list updates, and the State Department can see it — typically 2–3 weeks end to end.
Your application is held roughly 90 days from the denial notice, so if you clear within that window, processing resumes without starting over.
