Most "can I get a passport if…" worries turn out to be non-issues. This one is the exception. If you owe $2,500 or more in child-support arrears, your U.S. passport application will be denied — automatically. Not reviewed, not delayed: denied, whether it's your first passport or a renewal.

Here's how the machine works and the fastest way out of it.

How the Passport Denial Program works

  1. Your state child-support agency certifies your arrears to the federal government once they reach $2,500.

  2. Your name lands on the federal Passport Denial Program list.

  3. When you apply — new, renewal, even a replacement — the State Department checks the list and refuses the application.

Two details worth knowing:

  • The trigger is the list, not today's balance. Even if you've paid down below $2,500, you stay blocked until your state reports you cleared.

  • Your current passport usually keeps working. The program blocks applications — but the moment you need to renew, the wall is there.

The fastest way to clear it

Skip the State Department — they can't help you. Only the certifying state agency can take you off the list. The playbook:

  1. Call your state child-support agency (the one handling your case) and ask exactly what it takes to be released — full payment, a payment below the threshold, or an approved payment plan. States differ: some release you on an agreement, some want the arrears fully cleared.

  2. Get the arrangement in writing and ask them to submit the release.

  3. The state reports it, the federal list updates, and the State Department can see it — typically 2–3 weeks end to end.

  4. Your application is held roughly 90 days from the denial notice, so if you clear within that window, processing resumes without starting over.
