Quick answer: Across more than a hundred China visa applications we filed between 2026-05-05 and 2026-07-31, the COVA preliminary review — the gap between submitting online and the portal saying "Passport to be submitted" — is currently running a median of about three days (2.9 days for July 2026 filings). Roughly one application in ten waits longer than 8 days. Once your passport reaches the consulate, allow about another 3 business days for rush service or 4 for regular.
If you are here because your application has said "Preliminary review in progress" for days, and the portal gives you no clue whether that is normal — this page is that clue. COVA shows no estimate, no queue position, and sends no email when the status changes. Everyone just refreshes. What nobody tells you is how long the refreshing usually lasts, because the only way to know is to file applications every day and write down what happens. We do, so we did.

The most damaging thing an anxious applicant can do is start a fresh application "just in case." COVA allows one pending application per person — a duplicate triggers "The current applicant already has an application pending" and can leave you unable to proceed on either one. Untangling that means withdrawal letters presented at the consulate, which is a far worse week than waiting out a slow review. Already stuck there? Our COVA lockout guide covers the way out.

Across the full 2026-05-05 – 2026-07-31 window, medians differ by jurisdiction. We only publish a consulate once it has enough measured cases for the median to be meaningful; a consulate missing from this table simply has not crossed that bar yet in the current window:

New York has been the slowest for us in this window and Washington, D.C. the fastest. Your consulate is set by your home address, not by preference — our directory by state shows which one covers you.
Partly, and it is worth being precise about why. Rush applications ran a median of 4.0 days in review against 5.6 days for regular service. That gap is not the government moving faster for rush customers — it is us preparing and filing those applications sooner and watching them more closely. The queue itself does not know what you paid us.
Preliminary review is one stage of several. For a typical full-service application:
Filing — we prepare and submit the COVA application once we have your documents.
Preliminary review — the measured wait above. Currently a median of about three days.
Passport submission — your passport is submitted in person at the consulate.
Consulate processing — typically 3 business days for rush, 4 for regular. In unusually busy periods this occasionally runs a day longer.
Return shipping — tracked FedEx back to you.
The government fee is a flat $140 regardless of how fast any of this goes — see the full cost breakdown.
Peak season. Volume rises and the queue lengthens for everyone at once.
Holiday closures. Chinese consulates close for both U.S. and Chinese holidays — the 2026 closure schedule lists every date.
A request you have not seen. If the portal is asking for materials or a correction, the clock is paused on your side until you answer it.
Every application we file is timestamped twice in our own case records: when we submit it in COVA, and when the portal reaches "Passport to be submitted." The figures above are the intervals between those two points for more than a hundred applications filed between 2026-05-05 and 2026-07-31. Three things stated plainly, because a number is only worth citing if you know how it was made:

The figures are conservative. Most end timestamps come from our staff recording the change, which can only make a measurement longer, never shorter.
Applications still in review are not counted — they have no end time yet. This page is regenerated automatically each month from our live case records.
We do not control any part of this queue and cannot speed it up. What we can do is file the application correctly the first time, so yours is not the one that comes back for modification. Start your application, or compare visa types first.
