Quick answer: If you live in Dallas, your China visa application is handled by the Chinese Embassy in Washington, D.C. — China assigns every application by your home address, and the embassy doesn't accept mailed-in individual applications. You complete the COVA form online, then the passport must be submitted in person. We coordinate that in-person submission for you, from a $199 service fee.
